Construction Services Manager

The Construction Services Manager manages the assigned projects with planning, design, construction, engineering and management expertise as required. The Manager is the primary contact between OSU and the Architect. The Manager is responsible for the professional and equitable application and enforcement of the unit’s policies and procedures. As work-loads dictate, the PM may be assigned to planning and construction units to provide similar services. All other duties as assigned. The supervisory component of this Manager responsibility will include supervision, coaching, development, and accountability of the In-House Construction Team consisting of: two (2) full-time Supervisors, Twelve (12) or fewer full-time Skilled Trades employees, and four (4) or fewer full- and/or part-time Student workers. Exempt employees are expected to spend whatever hours are necessary over and above the basic workweek in the completion of their work assignments. The person in this position frequently communicates with customers and employees who have inquiries on work. Due to communication expectations of the position, the incumbent will be required to maintain a personal cell phone and will be required to be continually available during and after normal working hours. There are occasions when one is exposed to noise, dust, etc. on a construction site.

Minimum qualifications: Bachelor degree and 6 years of prior work experience with 3 of those years working in a building maintenance or construction organization; or 2 years post-secondary education in the building trades or technical field with 8 years of prior work experience with 5 of those years working in a building maintenance or construction organization; or a High School graduate/GED with 10 years of prior successful work experience with 7 of those years working in a building maintenance or construction organization. Experience working in an organization that is responsible for work maintaining, renovating and preserving facilities. Able to follow directions as presented by supervisor. Effective work habits, including commitment to quality work, time management and organizational skills, attention to detail, ability to multitask, and good record-keeping skills. Good judgment in making decisions, asking for help, bringing forward problems, communicating with others, and working around moving machinery and electricity. Able to learn and act on new technical or complex information. Must have a valid driver license before hire and maintain after hire. A valid driver’s license is required in the performance of job duties as assigned. Good customer service skills, good communication skills to effectively work with others, ability to understand design drawings, and a broad range of computer usage, negotiating, supervisory and interpersonal skills. The physical ability to lift up to 25 pounds frequently and in excess of 25 pounds occasionally. Ability to climb ladders.

Prefer candidate with bachelor degree in Construction Management, Engineering, Building trades or technical field and 6 years of prior work experience in a building maintenance or construction organization. Experience working with architectural and engineering design consultants to define the specific design services and products needed for a given construction project, experience with computer based estimating software programs, and experience and training in developing partnering/teamwork relationships between the customer and contractor to enhance the quality of construction services being provided. Ability to support project definition and scheduling of In-House construction team for fast-moving projects involving in-house skilled labor force. Ability to relate and develop relationships with a broad range of personalities. Must be able to communicate effectively in all situations. Computer skills in Outlook, Word, and excel and able to learn Asset Works’ CMMS/CPPM software, for departmental record keeping, and good organizational ability. Skills in evaluating the work of others to ensure adherence to stated standards. Conflict resolution and resolving regarding project requirements. Considerable knowledge of methods, standards and equipment used within the facility repair and renovation industry. Ability to estimate costs and assess bids. Ability to communicate effectively and accurately. Ability to establish and maintain effective working relations with contractors and departmental representatives. Ability to work independently. Ability to present a friendly and positive demeanor to children, students, clients, staff and the general public. Basic knowledge of building codes. Ability to become proficient in the use of AIM software including CMMS (Computerized Maintenance Management System), and CPPM Capital Planning and Project Management) modules. Ability to show self-motivation and self-starting characteristics. Ability to read and interpret Construction Documents. Ability to understand and communicate construction schedules. Ability to communicate and negotiate changes during the construction process. Ability to analyze contractor Pay Apps / Invoices. Demonstrate basic Accounting Skills. Knowledge of Commercial Construction Means, Methods, and Materials. Problem Solving Skills applicable to rendering a successful project. Must use appropriate personal protective equipment (PPE) as required (gloves, safety vests and glasses, hardhats etc.). These items are provided and are not for personal use.
