Capital Outlay Project Manager

The Administrative Services Division is seeking a Capital Outlay Project Manager to manage administrative, budgeting, scheduling, operational and programming activities of VDOTâ??s Capital Outlay Programâ??s Projects. Manage administrative aspects of design, preparation of bid documents, construction and project close-out for VDOTâ??s Capital Outlay Programâ??s Projects. Design all asbestos and lead projects according to established State and Federal regulations. Engage licensed contractors to perform the work. Respond to requests for asbestos and, or lead service and review and approve invoices for services rendered. Maintain database and files of asbestos and lead inspections. Ensure that Architect/Engineer firms and contractors are delivering quality and value to VDOT. And oversee work practices and deliverables and develop control methods to ensure all quality metrics are met.

Minimum Qualifications
Knowledge of the Commonwealth of Virginia Construction and Professional Services Manual, Virginia Uniform Statewide Building Code and other codes used in the building design and construction. Knowledge of laws, regulations, policies and practices related to capital outlay management. Ability to plan and direct major construction projects. Progressively responsible experience managing and administering the design and construction of building facilities. Knowledge of OSHA and environmental regulations relating to asbestos. Ability to analyze technical problems and make necessary corrections as well as provide technical guidance to others. Ability to gather and interpret data, reach logical conclusions and present findings and recommendations. Ability to communicate effectively orally and in writing with internal and external customers. Skill in identifying complex problems and reviewing related information to develop and evaluate options and implement solutions. Skill in the use of computers and web based applications including AutoCadd. Experience in facility construction project management.

Preferred Qualifications
Experience managing lead/asbestos abatement programs. Working knowledge and/or experience of OHSA and EP regulations relating to asbestos. Experience managing administration of capital outlay programs and professional services contracts. Bachelorâ??s degree in Architecture, Structural Engineering or Construction Management preferred; equivalent experience or training may substitute for degree. Certification as Asbestos Inspector and Management Planner, Asbestos Project Designer, Asbestos Project Monitor, and Lead-Based Paint Supervisor.

Criminal History Background check to include fingerprinting and DMV record check required.
